Californians passed Proposition 13 in 1978. It was a constitutional amendment proposed by Howard Jarvis that limits property taxes by capping them at 1% of a property’s assessed value, allowing an annual increase of no more than 2% unless a change in ownership or new construction occurs. It has been under the assault of left-wing politicians and judges ever since.
The Howard Jarvis Taxpayer’s Association is launching an initiative to Save Proposition 13. On Friday, September 12, 2025, their petition was cleared for circulation.
It’s now time for all conservatives to download one of the petitions above that can be printed at home. Do it now! If all conservatives sign the petition and collect five additional valid signatures the initiative will qualify for the November 2026 ballot.
Instructions are included with the petitions. The most significant are:
- All signers on one page must live in the same county
- All signers must be registered to vote in that county
- Signatures must be confined to the box for the signer
- The section for the circulator (you) must be completed
Ideally, all necessary signatures will be collected and delivered to the counties by April 17, 2026. The Save Prop 13 folks would like to achieve their petition goal much sooner to ensure that the initiative gets on the ballot.
